TL;DR

  • Compare parts and factories, not continents. Define the process, material, revision, demand, evidence, and US delivery requirement first. UNCTAD's supply-network analysis is explicitly limited to four sectors, a useful warning against turning regional patterns into a plant qualification. Make the named factory's process route, inputs, tooling, tests, scale, and change controls the technical gate.
  • Model the actual lane. Use the factory, origin gateway, mode, schedule, transshipment, border or port, destination, and variability. Distance and a country average cannot stand in for a replenishment plan.
  • Keep origin questions separate. A supplier address does not establish customs origin, and an FTA country does not automatically make a good preferential. Review classification, production facts, the applicable origin rule, current duties, and trade remedies.
  • Test continuity upstream. A factory in Latin America can depend on an Asian casting or component, and two Asian countries can share the same critical material source. Map the hidden common nodes.
  • Use matched qualification. Give viable candidates the same RFQ, evidence gates, production-intent sample plan, pilot conditions, and first-order release rules. The answer can be Asia, Latin America, both, or neither.

Decision boundary: this is a sourcing framework, not a tariff opinion, legal conclusion, freight quote, sanctions clearance, or supplier approval. Use current transaction facts and the buyer's authorized engineering, quality, procurement, logistics, customs, legal, and finance owners.

Start with the part, not the map

“Asia or Latin America?” is too early a question. The useful question is: which named plants can make this revision by the required route, at the intended scale, with evidence the buyer can accept, and move it through a workable US import lane? Build a quote-ready manufacturing RFQ before screening regions. Otherwise the buyer can mistake different assumptions for regional differences.

Use pass or fail gates for requirements that cannot be traded. Score only the factors that remain after those gates. A high total cannot compensate for the wrong alloy, an unqualified special process, an unidentified production site, an unacceptable contract exception, or an import blocker.

This category-specific boundary is consistent with JLL's Latin America nearshoring overview. JLL says a specific relocation case needs deeper analysis based on the company's priorities, supply-chain configuration, and industry requirements. Its country-level screen is not a part-level award rule.

A 2023 U.S. Chamber and Ipsos survey is useful as a demand signal, but its scope matters. It surveyed 105 manufacturing-company decision-makers online in English, required a US presence plus at least one other market, used two sample sources, had no traditional population frame, and applied no post-hoc weights. Respondents' interest in multiple suppliers and geographies, alongside the report's finding of no mass exit from Asia, supports a comparison framework. It does not predict the right region for this part.

Use one regional search brief

Send the same capability brief to researchers and candidate plants in both regions. Include the process family, material, working envelope, tolerance drivers, special processes, expected scale, evidence gate, destination, and disqualifiers. Do not ask one region for a complete turnkey route while asking the other for only the final machining or assembly step.

Map the process route before you compare ecosystems

Supplier depth is useful when it matches the category. An official UN Trade and Development study found strong East Asian participation and limited Latin American participation in intermediate-input networks for four sectors: communication equipment, electrical machinery, motor vehicles, and textiles and apparel. It also found only limited recent evidence of nearshoring and friend-shoring.

That evidence is a search hypothesis, not a factory verdict. It does not cover every industrial sector, and it does not prove that a named plant in Asia owns the right process or that a Latin American cluster lacks it. Ask every candidate to show the route for this part.

Normalize the work that sits behind the unit price

The region with the lowest quoted unit price can require the highest buyer effort, or it can be the strongest supported option. Preserve both possibilities. Use the supplier quote comparison framework to keep original values separate from buyer estimates and normalize scope, quantity, currency, Incoterms, freight, duty assumptions, tooling, payment, lead time, and exceptions.

Model a route, not a distance

The World Bank's Logistics Performance Indicators 2.0 uses actual 2023 and 2024 movements of air cargo, containers, and postal shipments. Its 21 indicators separate connectivity and time, and it deliberately does not publish one overall country ranking. The methodology includes direct connections, dwell, transshipments, and movement-time measures. Use that data to ask better questions, then get a current route plan and quote for the actual shipment.

Find the dependency that crosses both regions

A second factory can look independent while using the incumbent's critical input, subtier, toolmaker, software, parent company, port, or carrier. Record each shared node and the evidence for an alternate. Use the broader alternative-manufacturer and second-source process to define what “independent enough” means for the product's consequence of failure.

Validate trade treatment without a regional shortcut

Trade treatment is built from the imported good and transaction, not a region label. USTR states that rules of origin determine whether a good is originating and qualifies for FTA preference. Its 2025 origin policy paper also explains that preferential and nonpreferential origin can serve different purposes and can reach different outcomes for one good.

USTR's current Western Hemisphere page lists USMCA, Panama, Colombia, Peru, CAFTA-DR, and Chile among the comprehensive regional agreements. It describes separate arrangements with other countries, including Brazil. A protocol or trade council must not be scored as an FTA preference.

The US International Trade Administration's Consolidated Screening List is an aid that combines several Commerce, State, and Treasury lists. ITA directs users to perform additional due diligence on possible matches and check official lists and Federal Register material. Use it as one screen, not a substitute for manufacturer verification or transaction-specific legal review.

Is Latin America always faster than Asia for US industrial buyers?+
No. Geographic proximity does not determine the result from a specific factory. Compare production lead time, inland movement, gateway dwell, border or port handling, sailing or truck frequency, transshipments, customs, destination delivery, and variability for the actual route. A nearby plant with imported inputs or an unreliable lane can have a longer replenishment cycle than a farther integrated source.
Is manufacturing in Asia always cheaper?+
No. A regional labor or unit-price claim is not a landed commercial comparison. Use the same revision, quantity, release pattern, tooling scope, quality evidence, Incoterms rule and named place, payment basis, freight mode, duty date, inventory policy, and qualification plan. The result can differ by process, cluster, plant, volume, and scenario.
Does manufacturing in Mexico automatically qualify for duty-free USMCA treatment?+
No. The imported good must meet the applicable USMCA rule of origin and the claim and records must satisfy the current requirements. A Mexican supplier address, final assembly in Mexico, or Mexican invoice does not by itself establish preferential origin. Nonpreferential origin for other tariff measures can also require a separate analysis.
Does Brazil have a free trade agreement with the United States?+
